This should be an interesting project to follow. Just like with standardized testing of students, it will not be easy to identify a reliable, pertinent, and easily quantifiable set of measures of usability. Number of clicks involved in certain basic activities will be one measure for certain. Some may find pre-filled templates to be usable, while I feel that those are a dangerous habit and would find well constructed pick-lists more usable. I have used 3 outpatient and 2 inpatient EMR systems, and all have been clumsy but good in their own ways. We shall see!
